I'm concerned for these diseased organisms. Some of it probably gets loose.

I'm not so concerned about the foam as I am with these larger populations and organic matter, which can result in low dissolved oxygen.

It's very unlikely that somebody's dumping something. Maybe it's related to some of the plants and animals growing now that we haven't seen before, or haven't seen as many as before.

It's the natural organic materials that are fatty in nature.

It's a race against the population. And if I had to bet, the population is winning out over the lagoon. I can't see how we can continue and sustain this growth without increasing the impacts to the lagoon.

Wastewater's probably the most likely source of this. It's hard to say exactly that these things are causing the effect, because there might be something else in the water we're not looking for causing the effect.
